






For more than
3 years, since Jan. 2004, the head of the federal Office of Special
Counsel (OSC) Scott Bloch has undermined basic nondiscrimination
standards for federal workers. He has reversed 30 years of policy
protections that prevented the singling out or punishment of qualified
public servants for non-job-related reasons. At taxpayers' expense, he
has removed safeguards for whistle-blowers while quashing their
complaints, even as allegations of secrecy and partisan favoritism in

calling for Bloch's removal for violations of civil and workers' rights.
